Hear from Leaders in CA's Efforts to Mitigate Global Warming

Speaker Event: CPUC Commissioner Clifford Rechtschaffen and CPUC Executive Director Tim Sullivan, Leaders in California's Greenhouse Gases Reduction Strategy

California is leading efforts to reduce greenhouse gases (GHG) in order to address global warming. Join Commissioner Rechtschaffen (Yale Law '84) in conversation with Tim Sullivan (PC '72), Executive Director of the CA Public Utilities Commission (CPUC), to discuss California's leadership position in GHG reduction as the federal government withdraws from environmental protection.

The discussion will focus on the role of states in the federal system, the CA economy, its energy infrastructure, and what the next five years will look like. The discussion will also examine how to transform government command-and-control regulation in a traditional field, where regulation now drives technological change and shifts the monopoly utility model into a multiple power producers model. Rechtschaffen and Sullivan will conclude with a discussion of the opportunities to exert leadership in traditional governmental service.

The event will consist of an hour discussion, Q&A from the audience, followed by a short reception with current Yale students.

Speakers:

Clifford Rechtschaffen (Yale Law '84) served as a senior advisor on climate, energy and environmental issues to Governor Jerry Brown (Yale Law '64) from 2011 to 2017, and a special assistant attorney general on climate, energy, and environmental issues to then Attorney General Brown from 2007 to 2010. In 2017, he became a commissioner on the California Public Utilities Commission (CPUC), where, among other things, he will design and adopt policies to reduce greenhouse gases, to support the development of an electrical vehicle charging infrastructure, and to transition California away from a carbon-based energy economy.

Tim Sullivan (PC '72) has worked at the CPUC in various capacities for 28 years. Since assuming the position of Executive Director, Mr. Sullivan has focused on increasing the transparency and accountability of CPUC operations, and has instituted a core values initiative with employees to commit to the values of accountability, excellence, integrity, open communications, and stewardship. Previously, Mr. Sullivan served as Acting Chief Administrative Law Judge, where his most notable recent proceeding developed privacy rules to protect consumer data.
